My first thought is that it could be similar to TS3 University, where you send your children/teens off to Hogwarts where they take magic classes and improve their skills that way. There are couple directions I could see this pack going in terms of gameplay. These residential areas would be inspired by the area where the Weasleys live and would probably look similar to the Countryside neighborhood in Windenburg.
The first being a snowy one in the mountains inspired by Hogsmeade, the second being a sort of main street like Diagon Alley, and finally 1 or 2 more residential neighborhoods in the grassy hills. Surrounding the Hogwarts neighborhood, I picture 3 or 4 other neighborhoods. On the grounds, there would be a few lots for you to build on, but the castle itself should be a permanent fixture and would obviously be explorable by your sims (secret passageways and all).
Hogwarts castle would be right in the middle, a centerpiece of its neighborhood and the entire world as a whole. I am imagining a world where each neighborhood is inspired by a different setting in HP. There are so many possibilities for a world inspired by HP and the fact that the Sims now uses a neighborhood system actually works to our benefit here.
